POLOKWANE –In a decisive demonstration of what people-centred leadership looks like, the Executive Mayor of Polokwane, Cllr Makoro John Mpe, has rewritten the story of service delivery in the City.
Under his direct leadership, the City of Polokwane has successfully expanded its waste collection services to more than 300 villages across the municipal footprint through the groundbreaking Regga Polokwane – Rural Waste Collection Programme.
This is not just a statistic. It is a revolution in local government thinking.
For years, waste collection in South Africa was treated as an urban privilege. Towns and suburbs received regular services while rural communities were left to fend for themselves, leading to illegal dumping, polluted streams, and environments that threatened the health of children and the elderly.
Mayor Mpe said that era is over.
When he took office, Cllr Mpe made a simple but powerful promise: Visible Progress. Tangible Delivery. He promised to take the city to the people, not wait for the people to come to the city. The Regga Polokwane programme is the fulfilment of that promise.
The Regga Polokwane fleet – boldly branded and clearly visible in villages – is now a daily reality from Moletjie to Molepo, from Mankweng to Maja, from Sebayeng to Ga-Chuene. More than 300 villages are now on a regular waste collection schedule.
The impact is immediate and life-changing:
1. Cleaner Villages: The scourge of illegal dumping sites that scarred the entrance to many villages is being systematically eliminated. Public spaces, roadsides and communal areas are cleaner than they have been in decades.
2. Healthier Families: A clean environment is the foundation of public health. By removing waste that breeds disease, attracts pests and contaminates water, the Municipality is directly investing in the health of its people. A clean yard is the first clinic.
3. Restored Dignity: Most importantly, this programme restores dignity. It sends a clear message to every rural household: You matter. You are not a second-class citizen. A child in Ga-Molepo deserves the same clean, safe environment as a child in Bendor or Nirvana.
As the City itself states: “Because clean communities are not a privilege reserved for towns — every village deserves a cleaner, healthier environment.”
This achievement is a product of leadership style. Mayor Makoro John Mpe does not lead from behind a desk. He leads from the ground. He is a mayor who listens to traditional leaders, to ward committees, to ordinary residents who said “our villages are dirty, help us.” And he responded not with excuses, but with trucks.
His administration has understood that true development is not measured by how beautiful the city centre is, but by how dignified life is in the furthest village.
At a time when many municipalities are collapsing and rural service delivery is failing across the country, Polokwane under Mpe is proving that with political will, good management and a love for the people, it can be done.
This is what the people of Polokwane voted for. This is what leadership that cares delivers.
Under the stewardship of Executive Mayor Mpe, Polokwane is living up to its motto: Naturally Progressive. Polokwane Municipality Visible Progress. Tangible Delivery.
