Minister Stella Tembisa Ndabeni isn’t waiting for change — she’s driving it. 

At the SAFPA International Convention 2026 in Durban, the Minister delivered a commanding keynote under the theme “Raising Standards: Strengthening the Profession, Driving Innovation for a Sustainable Future.”


Her message was clear: South Africa’s economic recovery and transformation run through township and rural MSMEs, and the funeral services sector is a prime example.

“MSMEs are the backbone of that ecosystem,” Minister Ndabeni told a packed hall of funeral practitioners, industry leaders, government officials, and international delegates. She cut straight to the core issue: “Without business infrastructure, there is no access; without access, there is no growth.”


This isn’t rhetoric. It’s the work ethic that defines her tenure. Minister Ndabeni laid out concrete government support — access to finance, business development services, and pathways to formalization — designed to help funeral practitioners professionalize, scale, and create jobs in communities where employment is most needed. 


While the Convention convened high-level policy dialogues, an international exhibition, and networking platforms to advance innovation and partnerships, Minister Ndabeni’s role was unmistakable: she’s on the ground, engaging directly with the sector, removing bottlenecks, and holding the line on standards. 


Her leadership signals a government that works with business, not above it. By strengthening professional standards and unlocking innovation, she’s positioning the funeral services sector to contribute more meaningfully to GDP, employment, and inclusive growth across South Africa. 


For SA’s township and rural entrepreneurs, the signal is unmistakable: the door is open, and the Minister is making sure it stays that way.
