In a decisive move to protect the integrity of the City of Tshwane, Executive Mayor Dr Nasiphi Moya has announced the suspension of MMC for Corporate and Shared Services, Cllr Kholofelo Morodi, amid the Madlanga Commission investigation into tender irregularities involving the Economic Freedom Fighters (EFF), led by Julius Malema, and ActionSA, led by Herman Mashaba.


The press statement, dated 19 March 2026, underscores the city's commitment to transparency, accountability, and ethical governance. Mayor Moya emphasized that the suspension is a precautionary measure to ensure fairness to all parties and to safeguard institutional integrity while a preliminary investigation determines whether a prima facie case exists.


"To safeguard institutional integrity, while ensuring fairness to all parties, I have taken a decision to suspend MMC for Corporate and Shared Services, Cllr Kholofelo Morodi," Mayor Moya stated.


The suspension is empowered by Section 60 of the Municipal Structures Act, allowing the Executive Mayor to determine members' continued participation in their responsibilities.


MMC Hannes Coetzee will act in Morodi's portfolio during the intervening period, ensuring continuity in the Corporate and Shared Services portfolio. The city stresses that this measure does not imply guilt or wrongdoing but reflects a principled commitment to transparency and accountability.


Mayor Moya will formally write to the Secretary of the Madlanga Commission to request information relating to the allegations, enabling the city to assess matters in a lawful and procedurally fair manner.


A preliminary investigation is underway to determine the validity of the allegations raised before the Commission.


The suspension has sparked intense interest in Tshwane's political circles, with many viewing it as a step toward cleaning up municipal governance.


The move also highlights the city's focus on ethical conduct amid allegations of political interference in procurement processes involving the EFF and ActionSA.
