Capricorn District sees double delivery as MEC inspects Matlala Cost-Centre and D377 Limburg-Matlala upgrade project

AZANIAFROCOMEDIA – The Catalyst of Impact


A leader who checks the register in the morning and the road in the afternoon.  

That is Limpopo MEC for Public Works, Roads and Infrastructure, Tonny Ernest Rachoene — and this week in Capricorn District, he did both.


The MEC led #OperationTsogaMoshomi at the Matlala Cost-Centre, followed by a #ProjectMonitoring visit to the D377 Limburg to Matlala Road — one of the 21 new upgrade projects rolling out across the province.


It was a clear message: government must work, and the people must see it working. At the Matlala Cost-Centre, MEC Rachoene focused on what matters most to service delivery — the people who deliver it.


#OperationTsogaMoshomi is the Department’s initiative to monitor employee punctuality and promote a culture of accountability among public servants. It’s about ensuring that when communities need services, public servants are already on duty.


This was a follow-up visit. And the results are showing. "I am satisfied with the improvements that have been made by the management of this centre," MEC Rachoene said. "Accountability starts with us. If we want better roads, we must first be a department that works on time, every time."


Management was previously implored by the MEC to make the maintenance of the D19 Matlala Road a special priority. That instruction is now being tracked, measured, and delivered.

Straight from the cost-centre, the MEC hit the road for #DikgerekgereWednesdays. He conducted project monitoring on the D377 Limburg to Matlala Road, one of 21 new upgrade projects the Department has prioritized to open up rural communities and boost the local economy.


The scope: upgrade gravel to tar, improve drainage, and ensure safer access for farmers, learners, and businesses. "We are not just building roads. We are building opportunities," the MEC said. "Every kilometre of tar means a farmer can get produce to market, a learner can get to school safely, and an ambulance can reach a patient in time."


Under MEC Rachoene, the Department is running a two-pronged approach:

1.  Fix the system: #OperationTsogaMoshomi ensures public servants are present, punctual, and productive.

2.  Fix the infrastructure: #DikgerekgereWednesdays and the 21 new projects ensure that infrastructure reaches every corner of Limpopo.

The photos tell the story — MEC Rachoene engaging staff, inspecting registers, walking project sites, and talking to engineers. No shortcuts. No excuses.

"The Limpopo Department of Public Works, Roads and Infrastructure remains committed to accelerating infrastructure development and maintaining a road network that serves the people of Limpopo," he emphasized.


This is governance with visibility. This is leadership with footprints.


From ensuring workers clock in at Matlala, to ensuring contractors deliver on D377, MEC Rachoene is closing the gap between policy and people.

In Capricorn, the message is loud: The work has started. The work will continue. And the work will be seen.
